The suspect, a white man wearing a beanie hat, initially claimed he was looking for his dog but when the witness became suspicious and called the police, he got back into his car, similar to a silver Vauxhall Vectra with a single-axle trailer on the back.
As he went to drive away, the caller tried to stop him and ended up being driven a short distance up the road on the bonnet of the car.
The suspect then stopped and reversed at speed once the witness had got off, jack-knifing the trailer and causing it to snap off the car. He then made off towards the Shrawardine junction.
A search was carried out on police arrival but the vehicle was not found. It was subsequently discovered that a shed at a nearby property had been broken into and a red and black-framed go-kart stolen.
Enquiries also established that the trailer left at the scene had been stolen from an address in Allscott, Telford overnight.
Police Constable Chris Baldwin, who is investigating the incident, said the suspected was white with bushy eyebrows and was wearing a beanie hat and a dark grey sweat top with a motif on the front.
