The long stretch of road was closed this afternoon after the flooding made the road impassable.
Flooding is also causing problems for motorists south of Church Stretton at Marshbrook, Clun and Onibury.
The Highways Agency is currently unblocking drains in Church Stretton, Marshbrook and Leebotwood.
One motorist was rescued after driving into flood water in the area of Bromfield near Ludlow at lunchtime.
Two Retained fire engines were mobilised, from Ludlow and Craven Arms which had two specially trained Water First Responders onboard.
On arrival they reported that the car was in around half a meter of flood water. Water First Responders used life jackets to assist the occupier to dry ground.
Firefighters rescued a second motorist after receiving a call from West Mercia Police who had spoken to a male that was trapped in his vehicle in flood water in Acton near Clun.
Two specially trained Water First Responders on board a retained crew from Clun were alerted and responded quickly.
On arrival the male was assisted from his vehicle which was in approximately 20cms of water.
The road was then closed by the Police to prevent any further vehicles getting stuck.
Arriva Trains Wales passengers are also facing disruption following a landslip near Knighton.
The line is closed between Llandrindod and Shrewsbury. Arriva say replacement road transport can not be guaranteed because of poor road conditions.
The line is expected to remain closed until at least Friday.
The strong winds and rain are set to ease through this evening before another band of heavy rain is due to sweep in tomorrow into Friday.
A separate area of low pressure is then expected to bring more rain and very strong winds on Saturday.
