The plans were made public a week after the John Lewis Partnership opened a Little Waitrose store on Pride Hill in Shrewsbury.
Under the plans the full sized supermarket would share a site with Percy Throwers Garden Centre on Otley Road.
The garden centre is to be relocated to another area of its existing site and would share car parking facilities with the supermarket.

Bosses say the garden centre and supermarket share a target market and would work well being located close together.
